- use "--comment" in all of the rules
- no need to use "--dports" rather than "--dport"

Segregate OpenShift's iptables rules
Upgrades or cluster reconfigurations without a reboot or
"iptables --flush" can lead to stale iptables rules being left behind.
While these generally end up being harmless, they're not guaranteed to
always be, so move our rules into their own chains so we can reliably
clear out the old ones at startup in the future.
