`git status` instead of `git fsck` for performance
`git fsck` is very CPU-intense on large complex repos (like
openshift/origin). This change uses `git status` to check repo viability
instead, hopefully ameliorating the serious performance issues we've
been seeing in Jenkins.

Address some of the vagrant test errors
vagrant tests don't work with `GOPATH` set. This commit modifies
`hack/test.sh` to unset `GOPATH`. Also, `stderr` redirects were removed
to prevent errors from being concealed.

Update docker installation test to be less specific
There is no contract that `docker-1.12.2` will remain available in the
given repository, so we should update the test to be less specific and
point at a repository where we know docker will live.
